Bill Gates Warns AI Could Be Built for the Wealthy Without Regulation

Bill Gates has warned that without government intervention, artificial intelligence (AI) would be developed primarily for the world's wealthiest people. His foundation pledged to commit at least $1 billion over two years to support accessibility initiatives.

The Microsoft co-founder stated that relying solely on market forces would lead to the best tools being directed toward those who can pay. He made this argument in the Gates Foundation's annual Goalkeepers report.

Gates outlined three key requirements for AI development: AI tools must support all languages used by people, as 90% of initial model data came from English; countries should manage how their own data is processed; and professionals like doctors, farmers, and teachers should be able to experiment with and modify the tools rather than being limited to pre-set functions.

Funding will be distributed over two years, with education and health each receiving 40%, agriculture 10%, and the remaining 10% allocated to data and infrastructure. Gates Foundation CEO Mark Suzman noted this amount is just a starting point, stating it cannot replace billions of dollars cut from global health budgets by governments. When asked if AI could fill that gap, he responded, "Unfortunately, no."

Gates' remarks come amid industry debates over slowing AI development speed. On September 9, researcher Jacob Cokson left Anthropic after three years studying model training; BeInCrypto reported on his warnings the same day. Three days later, Anthropic CEO Dario Amodei proposed regulating research frontlines with external oversight teams, a plan supported by OpenAI's Sam Altman and Elon Musk.

Investors reacted by moving funds, causing semiconductor stocks to drop this week. Investor Michael Burry characterized the slowdown as related to high interest around IPOs rather than safety concerns. Gates emphasized that such risks are real and deserve attention, but stressed that a more urgent issue is determining who benefits from AI technology. World leaders will meet at the upcoming UN General Assembly next week.
