Bitcoin at Critical Juncture as US Rate, Oil, and Regulation 'Triple Variables' Loom

Bitcoin entered a period of heightened volatility this week as macroeconomic variables and digital asset regulation factors simultaneously impacted pricing, according to blockchain media CoinTelegraph.

The market is closely watching the U.S. Senate's Clarity Act vote on September 16 and the Federal Reserve's interest rate decision on September 17 as the week's primary catalysts. The key concern lies in how regulation and monetary policy could simultaneously shake market sentiment. Bitcoin started this week below its critical weekly support level, with the Fed widely expected to raise rates by 25 basis points to a range of 3.75%-4% amid inflation pressures and Middle East oil price surges.

The CME Group's FedWatch indicates the probability of rate hold has fallen to 13.3% at the time of writing, reflecting market expectations for a hike. Oil volatility is also adding to market unease. The Covey Letter warns that disruptions in the Hormuz Strait and Saudi East-West pipeline could block up to 30 million barrels per day of transportation, representing a significant potential shock given global oil markets handle approximately 100 million barrels daily. U.S. consumer expectations for annual inflation have risen to 4.6%.

The cryptocurrency market must first digest the Clarity Act vote on September 15 before the Fed announcement. The Senate Republicans presented their final amendment as a comprehensive bill, part of bipartisan negotiations that aim to provide clearer legal frameworks for the industry. Senator Sinha Loomis unveiled a 635-page revised version, stating the legislation has been prepared after "a year-long intensive bipartisan negotiation." She warned that failure would mean opposing ethics reforms on politicians' personal investments, ceding digital asset leadership to foreign competitors, and leaving Americans unprotected in an unregulated market.

While market expectations for Clarity Act passage are high, assessments of actual legislative completion remain cautious. Polymarket users estimate a 34% probability the bill will be signed into law by 2026. Former cryptocurrency advisor to Treasury Secretary Scott Bessent, Tyler Williams, however, told a podcast that "the possibility is higher than ever" and that "we're right on the cusp of this becoming real legislation." Market positioning has already shifted toward risk reduction. Santiment analyzed declining open interest across exchanges, noting markets are preparing for volatility ahead of both events. Open interest in dollar-denominated contracts converted to Bitcoin quantities dropped 13.5% from 321,497 BTC on September 11 to 278,151 BTC over the same week, while spot prices fell 5%.

Meanwhile, derivative market sentiment has not fully broken. CryptoQuant noted that funding rates have gradually risen since late May, strengthening bullish sentiment. The firm highlighted how extreme bearishness in May led to short position accumulation that fueled Bitcoin's rebound, and this pattern of pessimistic consensus has repeatedly emerged near the end of correction phases.

However, price action remains unstable. Bitcoin closed below $76,800 on weekly basis, failing to defend its key support level. Rect Capital warned that holding above $78,300 is critical but noted it fell below this level, raising concerns about a repeat of the failed breakout seen in early May. Bitcoin also closed below the 50-week exponential moving average (EMA) at $77,380, a key threshold for trend confirmation. Rect Capital suggested the next defensive line at the 21-week EMA of $72,270.

This week's Bitcoin market faces overlapping uncertainties: regulatory ambiguity, interest rate variables, and technical support breaches. With both the Senate vote result and Fed decision coming in quick succession, short-term price direction appears highly susceptible to these dual catalysts.
