Bulgaria Parliament Passes Law Mandating Crypto User Data Submission to Tax Authority

Bulgaria's parliament has passed legislation requiring virtual asset service providers registered and licensed in the country to submit user identity and transaction information to the National Revenue Agency (NRA), according to Bulgarian state news agency BTA on September 9. The bill was approved with 149 votes in favor, zero against, and 10 abstentions.

Under the law, businesses must provide users' name, address, date of birth, place of birth, tax residency in an EU member state or cooperating jurisdiction, and taxpayer identification number to the NRA. BTA reported that transaction details including virtual asset information for transfers, exchanges, and transactions are also required.

The European Commission stated that DAC8 will take effect on January 1, 2026, with cross-border exchange of transaction data between countries to be completed by September 30, 2027.
