Bulgaria Allows Tax Authorities Access to Cryptocurrency User Information

Bulgaria's National Assembly has passed a tax law amendment allowing tax authorities access to cryptocurrency user identification and transaction information. The bill was approved with 149 votes in favor, zero against, and 10 abstentions. The assembly stated that the amended Tax and Social Security Procedures Act reflects EU directives on tax administration cooperation and information exchange.

Crypto service providers registered and authorized in Bulgaria must submit users' names, addresses, places of birth, dates of birth, tax residency countries or jurisdictions, and taxpayer numbers to the National Revenue Agency. Transaction details including cryptocurrency types, transaction history, total amounts, quantities traded, and conversions between fiat and crypto are also required. The EU Commission noted that under DAC8 guidelines, crypto service providers must collect transaction data by 2026, with the first cross-border automatic information exchange scheduled for September 30, 2027.
