Charles Hoskinson: Clarity Act Failure Was Predictable Due to Lack of Bipartisan Consensus

The U.S. Senate failed to advance the 'Clarity Act,' a bill addressing digital asset market structure, as it did not secure the required 60 votes for progression on Thursday.

Cardano founder Charles Hoskinson confirmed that the outcome aligned with his prior warnings, stating the result was "as expected" following the vote. The bill fell short of the necessary threshold after all Democrats and four Republican lawmakers voted against it.

Hoskinson had previously highlighted concerns about the cryptocurrency industry's growing association with meme coins, speculative trading, and celebrity-themed tokens, which he argued weakened political influence. He emphasized that comprehensive crypto legislation requires sufficient bipartisan consensus before being proposed.

Comparing the situation to Wyoming’s Stem Cell Freedom Act—which successfully passed through extensive cross-party negotiations—Hoskinson noted that the Clarity Act lacked similar preparatory dialogue. He also criticized the decision to bundle multiple regulatory issues, including stablecoins, digital securities, DeFi, and taxation, into a single bill rather than addressing them separately.

Hoskinson further pointed out the need for clearer definitions of digital assets and better reference to international regulatory frameworks such as the EU’s MiCA and Abu Dhabi Global Market (ADGM). He questioned whether the CFTC has adequate resources to regulate an emerging $trillion crypto market, stressing that unclear regulatory authority distribution contributed to the bill's failure.

Political factors also played a role, with Hoskinson noting that controversies surrounding government officials’ involvement in crypto activities complicated efforts to build bipartisan support.
