Terrett noted that further revisions to the ethics clause may require reapproval by the White House, adding that time constraints are a key factor in the stalled negotiations.

A Democratic source described the situation as 'very intense work' but emphasized that there is insufficient time left. Similarly, Republican sources conveyed a comparable atmosphere of urgency, with one industry insider predicting the Clarity Act will fall short of the 60-vote threshold during this vote.
