Clarity Act Failure Sparks US Crypto Industry Outcry Ahead of Midterms

The US Senate failed to advance the Clarity Act, a comprehensive cryptocurrency regulation bill, as it fell short of the required 60 votes for committee consideration. The vote ended with 49 'yes' votes, leaving the bill stalled at the procedural stage.

Industry group Stand With Crypto expressed disappointment over the outcome, vowing to track senators' voting records ahead of November's midterms. Mason Raina, the organization's chief operating officer, criticized the lack of leadership and noted that 67 million US crypto holders have waited years for clear regulatory frameworks to safely use, develop, and invest in digital assets.

Raina also highlighted the cost of regulatory delays, arguing that U.S. technological innovation, jobs, and investment capital are increasingly flowing overseas as responses lag. Stand With Crypto has positioned the Clarity Act as a top priority for its 3 million-member grassroots coalition and plans to continue legislative lobbying efforts.

The vote's collapse stemmed from political divisions between Democrats, who raised concerns over ethics provisions targeting Trump-linked crypto ventures, and Republicans, who rejected a Democratic alternative presented just before voting. With no compromise reached, the bill remained at the starting line.

Stand With Crypto has formally endorsed pro-crypto House candidates ahead of the midterms and plans to use senators' voting records as part of voter decision-making tools. Of the 50 senators who voted against the bill, 14 face re-election or replacement in November—12 Democrats and two Republicans—with five already announcing retirement plans.

While crypto policy is not expected to be a decisive factor for all voters, industry groups are closely watching whether individual lawmakers' stances will become a key election issue. The outcome underscores the ongoing political volatility surrounding US cryptocurrency regulation as the industry seeks clarity amid legislative gridlock.
