Democrats Deliver Clarity Act Alternative to Republicans Ahead of Senate Vote

U.S. Democrats have delivered an alternative proposal for the comprehensive virtual asset (digital asset) market bill, the 'Clarity Act,' to Republican negotiators ahead of a crucial Senate procedural vote on the legislation.

On September 15 (local time), Politico reporter Jasper Goodman tweeted that three sources familiar with the matter confirmed Democrats had presented their Clarity Act alternative to GOP negotiators. The specific details of the alternative proposal remain undisclosed, though Democrats have indicated that ethics provisions included in a recent Republican draft—a measure aimed at preventing conflicts of interest for public officials regarding digital assets—were insufficient.

Earlier, Senate Republicans had introduced a revised version incorporating many Democratic requests and labeled it their 'last, best and final offer.' However, internal Democratic voices continued to call for additional revisions centered on ethics provisions. The previous day, Democratic senators reportedly discussed strategies to respond to the Republican draft and were refining a separate alternative proposal. With this submission now delivered to Republican negotiators, negotiations between the two parties appear set to continue until just before the Senate vote.

The Senate is scheduled to hold a procedural vote on September 15 (local time) to determine whether the Clarity Act will proceed to debate. A supermajority of 60 votes is required for cloture, which would allow the bill to move forward.
