Ethereum (ETH) block construction market discussions are underway regarding a capital deposit mechanism to guarantee builder payments alongside relay-based intermediary structures. The debate spans not only payment methods but also builder liquidity and market competition dynamics.

Ethereum's proposed infrastructure protocol, proposer-builder separation (ePBS), divides the roles of validators proposing blocks and builders assembling transactions within the protocol. EIP-7732 allows for both a capital deposit method where builders stake ETH to secure payments and an alternative trust-based payment path, currently in the 'Review' phase.

If protocol payments are chosen, builder-signed payment promises are deducted from consensus-layer balances before being transferred to validators. The payload timeliness committee (PTC) verifies whether payloads were disclosed on time. This structure eliminates the need for validators to trust builders' promises directly. Instead, builders must secure ETH in advance for bids. Deposits are difficult to repurpose and may still obligate payments if a bid is canceled or block delivery fails.

Jason Vranek of Puffer Finance noted on November 11 at the Lido governance forum that capital being tied up non-productively incurs costs, and preparation for high-cost 'tail risk' blocks requires reserves. The recorded discussion shows protocol deposits may increase payment trust but also raise capital burdens for builders. This structure could make it harder for builders to offer maximum payments for the same block opportunities.

However, no empirical premium has been presented showing that trust-based payments actually increase validator rewards. While ePBS implementation does not necessarily eliminate relays, Ethereum research forum analysis suggests relays can operate collective auctions across multiple builders and provide unsecured or partially secured paths for builders with insufficient deposits or those who occasionally create high-cost blocks.

George of Titan Builder stated on November 8 at the Lido forum that they do not plan to open direct Titan builder endpoints, expecting validators to connect via relays instead. Relays can manage collective auctions across multiple builders and handle payload disclosure complexity. Meanwhile, open-path approaches allowing builders to access validators directly without separate connections are also being discussed, though delays and identity verification costs have been raised as concerns.

Ethereum's next major upgrade, Glammaster, is currently under testing in the developer network. The Ethereum official roadmap cites Q4 2026 for mainnet deployment but has not confirmed a specific date. Core features of Glammaster include separating consensus validation from execution validation to provide more time for block propagation and verification, which may affect how ePBS influences both block construction payment structures and validation timing.

Ethereum Foundation's November 7 protocol priority document highlighted FOCIL as a key future upgrade. According to the document, FOCIL is designed to strengthen transaction inclusion guarantees by requiring multiple validators to present trade conditions that must be included in builders' blocks. The specific market effects of FOCIL and ePBS remain undetermined.

Protocol deposits enhance payment security but tie up builder liquidity, while relays can reduce capital burdens and connection complexity at the cost of maintaining trust in intermediaries. Final competitive dynamics will be determined by Ethereum client implementations, Glammaster test results, and actual bidding structures.
