FIU Introduces Tracking Solutions to Combat Illegal Digital Asset Transactions

The Financial Services Commission's Financial Information Analysis Unit (FIU) has announced it will introduce tracking solutions to counter the growing use of virtual assets (digital assets) for illicit financial transactions.

In a report released on April 16, the FIU outlined its 'National Strategy and Policy Direction for Preventing Money Laundering, Terrorist Financing, and Proliferation Financing.' The FIU stated that risk assessments conducted by the end of 2025 revealed changes in both vulnerability factors and methods related to domestic money laundering and terrorist financing risks. It noted a significant rise in fraud as a precursor crime, along with evolving global trends in digital asset-related crimes and organized crime.

The FIU also highlighted an increase in the use of digital assets and cash for illicit financial transactions, coupled with greater ease of recruiting criminal funds through social media platforms. To address these challenges, the FIU proposed enhancing its Suspicious Transaction Report (STR) analysis system, introducing AI-based review systems, and expanding personnel to strengthen crime fund analysis and tracking capabilities.

Specifically, the FIU plans to implement an AI-based review system with a budget of 8.1 billion won and a digital asset analysis solution funded by 1.9 billion won. The goal is to reduce processing time for reviews while increasing the number of cases handled. Additionally, the FIU aims to strengthen anti-money laundering expertise in the digital asset sector and improve feedback mechanisms regarding inspection results to prevent violations.

FIU Director Lee Hyung-joo emphasized that preventing money laundering, terrorist financing, and proliferation financing is no longer solely a financial sector issue but a core national task essential for protecting economic order and public property. He warned that if South Korea fails to demonstrate effective operation of its AML system in the upcoming Fifth FATF assessment, it could lead to reduced convenience for domestic and international remittances, restrictions on overseas financial services for students and travelers, and broader impacts on financial service accessibility.
