Billionaire investor Kevin O'Leary has predicted that the U.S. Congress is likely to revisit discussions on the Clarity Act, a virtual asset market structure legislation, as early as the first quarter of next year.

According to CoinDesk on Tuesday (local time), O'Leary stated that "the chance of the Clarity Act passing this time was 0% and it indeed happened," adding he expects legislative discussions to resume by Q1 2024.

He referenced the Digital Asset Tax Clarification Act (H.R.10357) having passed the House Ways and Means Committee, suggesting increased pressure on Congress to advance market structure legislation once virtual asset tax regulations are established.

O'Leary emphasized that "once taxes are imposed, policy is necessarily required," stressing the need for a legal framework to regulate the cryptocurrency market alongside tax systems.
