The British newspaper cited officials in intelligence agencies stating Russia is making administrative preparations to carry out escalation. Specific attack plans or timing were not disclosed. Polish Prime Minister Donald Tusk warned that Russia might launch drone or rocket attacks on European countries supporting Ukraine and claim it was an accident to weaken NATO's response.
