South Korea's economy presents a paradox: while export figures and semiconductor production reach historic highs, many citizens feel the economic reality differs significantly. The government and Bank of Korea have revised their outlooks positively, yet small businesses report stagnant consumer spending, and young job seekers face challenges in housing markets.

Official data shows exports surged 68.7% year-on-year in August to $98.25 billion, with semiconductor exports jumping 209% to $46.65 billion—the highest ever recorded. In early September, semiconductors accounted for 47.1% of total exports, up 270.1% from the previous year. The Bank of Korea recently raised its 2023 growth forecast to 3.3%, citing semiconductor strength as a key driver.

However, domestic consumption paints a different picture: retail sales fell 2.4% in July and construction output declined by 1.1%. While employment rose by 184,000 people in August with an unemployment rate of 2.0%, these gains are unevenly distributed across industries. Semiconductor sector hiring is projected to grow 5.1% this half-year, while textiles face a 3.5% decline and traditional manufacturing sectors like automotive and steel show stagnation or modest drops.

Even within small businesses, disparities exist: service industry production and tech-based startups are improving, but manufacturing output has turned negative with employment declines in mid-sized firms. The Bank of Korea notes that economic recovery is not evenly distributed across sectors or demographics.

The divide extends to asset ownership: while apartment prices rose 0.39% monthly in August (with a 0.44% increase in rent prices), wage growth lags behind inflation, creating different experiences for homeowners versus first-time buyers. The Bank of Korea acknowledges that GDP and export data do not reflect the lived experience of many South Koreans.
