Thillis Senator 'Agrees to Reconsider'...Senate Debate Ends with Fast-Track Possibility

Senator Thom Tillis of the Republican Party has submitted an agreement to reconsider the debate-ending procedure (cloture) on the comprehensive U.S. virtual asset (digital asset) bill, the CLARITY Act, potentially paving the way for a swift re-vote.

Cloture is the process requiring at least 60 votes to end a Senate filibuster and move to a final vote. A motion for reconsideration allows a bill to be brought back to the full Senate for another vote.

On Thursday (KST), the Senate website shows Senator Tillis cast an opposing vote on cloture for the CLARITY Act, reversing his earlier support. By casting a vote that aligns with the cloture outcome, he strategically submitted the motion for reconsideration. The cloture vote resulted in 49 votes in favor and 50 against.

If a motion for reconsideration is approved, the previous cloture can be quickly re-voted on. Past examples show such re-votes have occurred within hours of the initial cloture failure.

Without a motion for reconsideration, restarting the cloture process from scratch would require waiting at least two legislative sessions.
