UAE Pass Digital Identity Platform Uses Quorum Blockchain, Not Avalanche

The United Arab Emirates (UAE) national digital identity platform UAE Pass has confirmed the use of blockchain technology, but there is no official documentation stating it operates on the Avalanche (AVAX) network. Official government technical documents specify that the Digital Trust Blockchain Network underpinning UAE Pass is based on Quorum.

UAE Pass serves as a national digital identity platform for citizens, residents, and visitors to access government and private services. The official website states over 11 million registered users, more than 15,000 services provided, and 363 service providers. The UAE government describes the Digital Vault component of UAE Pass as blockchain-powered, though no specific blockchain protocol or company name is mentioned in public documentation.

A TDRA (Telecommunications and Digital Government Regulatory Authority) document from 2025 explains the Digital Trust Platform as a blockchain-based system, with key components including Digital Vault and UAE VERIFY. The latter registers document hashes on the blockchain to verify authenticity and prevent tampering. The Digital Vault stores and shares official documents.

The same TDRA material explicitly states that the Digital Trust Blockchain Network is based on Quorum, making it inaccurate to claim UAE Pass operates on Avalanche. However, whether this Quorum network governs the entire authentication and login infrastructure of UAE Pass remains unclear without further technical documentation.

While the Avalanche Foundation established a regional office in Abu Dhabi Global Market (ADGM) in December 2025 for Web3 adoption in the Middle East and North Africa, and has partnered with fintech firm Xalts to develop RWA tokenization and enterprise blockchain applications, none of these announcements mention integration with UAE Pass or national digital identity systems. Thus, while both the use of blockchain by UAE Pass and Avalanche's expansion in the UAE are verified facts, no official link between them has been confirmed.
