UK FCA Finalizes Virtual Asset Licensing Criteria, Accepting Applications from September 30

The UK Financial Conduct Authority (FCA) has published its final guidance detailing licensing criteria for virtual asset (cryptocurrency) business operators ahead of implementing a new regulatory framework.

According to CoinTelegraph, the FCA specified which major virtual asset activities require authorization, including stablecoin issuance, cryptocurrency trading platforms, brokerage and intermediation services, custody services, and staking services. Existing registered or licensed businesses will not automatically transition under the new system and must apply separately.

FCA Executive Director David Gill, responsible for Consumers, Payments, and Competition, stated that "regulatory preparedness starts with understanding how the new framework applies to your business," adding that the guidance provides the clarity businesses have requested to prepare confidently.

Applications for authorization will be accepted starting September 30. The new regulatory regime takes effect on October 25, 2027, with businesses seeking transitional measures needing to apply by February 28, 2027.

The guidance comes as part of the UK's broader effort to formalize its digital asset regulatory framework. In February, the UK Parliament passed legislation bringing virtual assets under FCA oversight, and in June, the FCA finalized related regulations and guidance packages. The House of Lords recently approved an amendment requiring the Treasury to develop a digital asset strategy covering virtual assets, stablecoins, tokenized securities, and digital financial infrastructure within 12 months of the law's implementation.

The FCA is also advancing work in the tokenized assets sector. It is currently seeking feedback on whether UK fund regulations should exempt certain tokenized gold products, and plans to jointly publish a wholesale financial market tokenization roadmap with the Bank of England later this year.
